Steps not syncing.

My steps are not syncing and apparently never have. I have an Apple phone and watch. I have uninstalled and reinstalled the app. When I look online it says that Apple Health has never been uploaded as a device. It is showing on my phone as a synced device. Can you hep me fix this?
