Cannot log in via app or online

I have been trying to logon since January. I keep getting a maintenance erroff online and a general error on the app. I contacted our HR who said to delete cookies, uninstall the app, restart my phone, reinstall the app and keep trying. I have tried numerous times and still can’t log on. It’s prevenfing me from completing my health assessment.
