I have a Samsung phone and SAMSUNG SPORT WATCH that are synced to my SHEALTH. and it hasn't sync since January 2019. My coworker has the same problem. It's not syncing all the daily steps. I turn off and on the data permissions in S-Health (didn't work), and I've tried uninstalling and reinstalling the go365 app (didn't work). When I contacted the GO365 representative CHAT, they said they haven't heard about this problem. Everything was working, last year. I waited to see, if it this was going to correct itself, but It hasn't.
