I have an iPhone currently running 13.1.2 which was not updated until 10/8 so issues started with the previous version and have continued. Activity is visible from my Apple Watch to the health app. Go365 also indicates is connected to Apple Health

I noted that my activity did update this morning although last night’s activity reflects 7 points rather than the 10 points expected.
