Steps haven’t synced

I just deleted and reinstalled the app because my Apple health steps have not been syncing since September of last year!

Since I have uninstalled and reinstalled the app (today), It has updated my daily workout steps only from 10/20/19 until now! (It says 10/20 is my first “verified workout”) How can I sync all steps? Missing from September 2018- October 20, 2019!
