Healthy food shopping card

I tried to use my healthy food shopping card twice today and I had many qualifying purchases but I received no discount and when I called the phone number on my card, a message said that my card Had a zero balance but I was under the impression I received a discount for all healthy food purchases.  I only used my card one other time this month.  I have attached a photo of my receipts.
