Apple Watch and Iphone, not syncing

I have an Apple Watch 3 and an Iphone Xs.  I have uninstalled, restarted, installed connected health app and made sure I have all data marked for being shared.  I have been logging into the 365 app periodically every other day or so for the last month and haven't received a single step.  Please help.
